How the regulation of recruitment is monitored and enforced has a direct impact on its effectiveness. In many jurisdictions, a license or registration is not a guarantee that the recruiter is fully compliant with relevant laws and policies. Effective monitoring and inspection require sufficient resources as well as a mandate that allows for the investigation of offences. There is also urgent need to develop cross-jurisdictional dialogue to open the potential for bilateral investigations of international recruitment practices, an emerging area of good practice in some jurisdictions.
To address these issues and many more, Members of the GPN established the Thematic Working Group on Inspection and Enforcement. For additional information and guidance, see Section 4 of the Montreal Recommendations.
