How the regulation of recruitment is monitored and enforced has a direct impact on its effectiveness. In many jurisdictions, a license or registration is not a guarantee that the recruiter is fully compliant with relevant laws and policies. Effective monitoring and inspection require sufficient resources as well as a mandate that allows for the investigation of offences. There is also urgent need to develop cross-jurisdictional dialogue to open the potential for bilateral investigations of international recruitment practices, an emerging area of good practice in some jurisdictions.
